I have a 2/3 shorty that is a little less than snug on me. Could I wear that over my 7mm full suit if I could manage to get it on? I mean, would that work and would provide any additional warmth that way?

Yes it will provide some extra warmth, but it might not be worth the struggle to get it on or off. Wearing it under the 7mm might be a better option.(assuming its a jumpsuit)
It may provide additional warmth, but it will also provide considerable buoyancy as well. If you are going that route, make sure you bring some extra weight with you or you will be snorkeling for sure.
